Hey Zumaki, not to be snarky – have you tried just plugging it in? I’m a card reader kind of guy myself but after I saw your post I went and plugged in my 30D to my laptop (has Windows 7 x64) and it all worked without installing anything.
Also, I don’t know if it’ll help but Windows 7 x64 supports Vista x64 drivers.
