If the explanation comes caption-sized I don’t see why not.
As an educator, I’ve got no problem if you want to elaborate on the caption below the caption (think museum or art gallery signage).
For example, I shoot a house. All right, it’s a house. But if I then caption it with “Susan B. Anthony’s home, Rochester, NY” now you know who’s house. And if I want to further explain in a paragraph who Susie B. is and what she did, that’s fine.
Let’s do try to keep the history general. Local, state, national. If some mayor’s birthplace is very photogenic, go for it. If the most famous person to graduate from your high school is you, unless you’re Farker Wil Wheaton or somebody, it’s probably a no-go.
Inventors of stuff are cool, too, of course. So if you’re asking if you can shoot the homesite of the inventor of the Swingline xm200, that’s cool with me.
