What exactly is a holga?

I know they take neat pictures, but that’s about all.

Its basically a cheap lens, often made of cheap glass or nice plastic, that adds some distortion and vignetting to the image. Gimp(and Im assuming photoshop) has a holga filter that lets you get the effect from an image taken with a regular lens if you wanted to play around with it.

It’s a terribly cheap Chinese toy camera that takes professional medium format film. The pictures quality is so bad it’s good.

Well, aside from being made out of plastic, it’s no more technologically advanced than a kodak brownie from the early 1900s…
